Regular Meeting of March 10, 1997
The Board of Education of the Cleveland Heights-University Heights City School District, Cuyahoga County, Ohio held its regular meeting in the public meeting room of the Board Building, at 2155 Miramar Boulevard, University Heights, Ohio, on March 10, 1997 at 7:30 p.m.
Mrs. Sumner, President, called the regular meeting to order at 7:30 p.m.

Dr. Patricia Ackerman, Executive Director of Curriculum/Instruction, paid special recognition to the Middle School Proficiency Intervention Team.
Dr. Ackerman also paid special recognition to the Title I Summer Enrichment Camp Staff.
Mrs. Elsie Reddix, Co-Chairperson of the Heights Alliance of Black School Educators, introduced students who participated in a District wide essay contest in recognition of African American History Month. Certificates of Achievement and cash awards were presented to students Sylvester Primous, Oxford School; Gerald Knox, Noble School; and Naomi Worthington, Heights High School. Jeannise Andres, student from Monticello School was also a finalist, but not present for the award presentation. Samuel Underwood, student from Bellefaire School, received Honorable Mention for his essay. Three of the five finalists read their winning essays to the audience.
Mrs. Ellen Stinson, presented a letter to the Board regarding a request to reinstate supplemental pay to music instructors at the Middle Schools, so that Spring concerts can be restored.
Several parents and students from the boys and girls track teams requested that indoor track be instituted as a varsity sport and that they receive the necessary funds to attend out-of-town track meets.
CURRICULUM
Approval of Professional Leaves and Board Representation
It was recommended that the Board approve the Board Representation and Professional Leave items in the amount of $15,882.52 for the period of January 28, 1997 through February 25, 1997 (see official minutes).

Approval of Appointments
It was recommended that the following appointments to the staff of the Cleveland Heights-University Heights City Schools be approved, pending successful completion of the preemployment procedures including criminal history checks, effective on the dates indicated, with limited contracts and with the understanding that such personnel are subject to all the rules and regulations of the Board of Education and to all of the provisions of law pertaining to their employment.
If the preemployment procedures are not successfully completed, it is understood that, pursuant to Board policy, the School District may immediately release the employee from employment and rescind a conditional offer of employment.

Recommendation to Participate in the Cuyahoga Special Education
Service Center for the 1997-98 School Year
BE IT RESOLVED, by the Board of Education of the Cleveland Heights-University Heights City School District:
That the School District participate in the component projects comprising the Cuyahoga Special Education Services Center for the 1997-98 school year under the terms and conditions specified for use of Federal Grant Funds issued through Part B of the Education for All Handicapped Children Act. Public Law 94-142, as amended by IDEA.
That it is understood the Board of Education incurs no financial obligation for the activities to be carried out under the terms of the Project as a Participating Agency.

SUPERINTENDENTS REPORT
Title 1 Capital Expense Application - Fiscal Year 1997
It was recommended that the Board approve the Capital Expense application for fiscal year 1997, ESEA Title I, for Hebrew Academy. The application applies for a grant to meet Capital 1 Expenses, as permitted in Section 1020 of the Elementary and Secondary School Improvement Amendments of 1988, participation of children enrolled in private schools (see official minutes).

Proposed Early Childhood Tuition Rate Increase for 1997
It was recommended that the Cleveland Heights-University Heights Board of Education approve the proposed 1997-1998 tuition rates for the Early Childhood Program (see official minutes).

Dr. Masem, Superintendent, discussed the first reading of the Diversified Health Occupation Course of Study. Ms. Thelma Williams, Vocational Education Supervisor, answered questions from the Board regarding the new course of study.
Ms. Barbara Spear, representative from KPMG Peat Marwick, gave a presentation on the contents of the report concerning the Business procedures of the Cleveland Heights-University Heights School District (discussion ensued).
Approval of Mandatory Summer School
It was recommended that the Cleveland Heights-University Heights Board of Education approve the request to make summer school mandatory for the following two categories of students:
Eighth grade students who have failed to pass one or more sections of the Ohio Ninth Grade Proficiency Test
Mrs. Woodard that the Superintendents
recommendation be accepted.

BOARD PRESDENTS REPORT
Nomination of Roxboro Middle School for the Buckeye Association
Of School Administrators, (BASA), Leadership in Education Award
It was recommended that the Board approve the submission of application for Roxboro Middle School to be an entrant in a contest to receive the Buckeye Association of School Administrators Leadership in Education Award.
