Recommendations to the CH-UH Board of Education from some of UH City
Council#.

DEVELOPMENT OF A 5 YEAR. STRATEGIC PLAN FOR THE DISTRICT, INITIATED BY
JULY 2000 BY A COMMISSION OF 7 APPOINTEES BY EACH CITY* AND
THE SCHOOL BOARD. PRESENTED UPON COMPLETION IN JUNE 2001 TO THE SCHOOL
BOARD.

OHIO DEPARTMENT OF EDUCATION PERFORMANCE REPORT CARD RATING TO MOVE ABOVE
THE "ACADEMIC WATCH" CATEGORY BY THE END OF THE 200O-2001 SCHOOL YEAR.

ALL NEW STUDENTS TRANSFERRING FROM OUTSIDE DISTRICTS TESTED UPON ENTRY,
AND IF NECESSARY GIVEN APPROPRIATE ASSISTANCE TO PERFORM AT CH/UH DISTRICT
STANDARDS.

LEVY TO LAST A MINIMUM OF 4 YEARS.

DISTRICT TO MAINTAIN AN ANNUAL 4% GENERAL FUND SPENDING CAP PER YEAR FOR
THE FISCAL YEARS 2001, 2002, 2003, AND 2004. UNFUNDED MANDATES BEING THE
ONLY EXCEPTION.

FORMATION OF A "CHIEF FINANCIAL OFFICER ADVISORY BOARD" TO WORK WITH THE
DISTRICT'S TREASURER CONSISTING OF 3 APPOINTEES BY EACH CITY*
AND THE SCHOOL BOARD BY JUNE 2000.

DISTRICT TREASURER TO PRESENT ANNUAL PUBLIC FINANCIAL REVIEWS WITH INPUT
FROM THE "CFO ADVISORY BOARD".

FORMATION OF A CITIZENS TASK FORCE TO STUDY THE ISSUE OF ILLEGAL AND COURT-ORDERED
STUDENTS, CONSISTING OF 3 APPOINTEES BY EACH CITY* AND THE SCHOOL
BOARD. STUDY PRESENTED TO THE JOINT COUNCILS.**

IN THE DISTRICT, CONSISTING OF 5 APPOINTEES BY EACH CITY* AND
THE SCHOOL BOARD. STUDY PRESENTED TO THE JOINT COUNCILS.**

AS A "NEIGHBORHOOD" SCHOOL, CONSISTING OF LOCAL RESIDENTS, UNIVERSITY HEIGHTS
CITY OFFICIALS, AND SCHOOL BOARD APPOINTEES.**

# Background note on participants from Sue Infeld of UH City Council:
These recomendations were developed by UH Mayor Rothschild,
Council persons Steve Bennett, Jeff Friedman, Adele Zucker, Phil Ertel
and Sue Infeld. These items were negotiated at a meeting Feb. 23, 2000
by all present: Mayor Rothschild, Steve Bennett, Paul Masem, Bruce Beamer,
Barbara Hodgkiss, Joan Natko, Phil Ertel and Sue Infeld. The UH Council
members present were prepared to publicly support the school levy contingent
upon School Board acceptance of these recommendations as commitments. School
officials upon discussion with the full Board of Education devoloped the
Resolution found here.

These three recommendations have been referred to the Joint
Boards made up of UH City Council, CH City Council, the CH-UH Library Board,
and the CH-UH Board of Education for further deliberations.
